THE war on drugs has failed and it's time to regulate the sale of recreational stimulants through "pharmacy-like" outlets, run by pharmacists, a British think tank believes.
Under a proposal made by policy reform group, Transform, specially-trained pharmacists would be able to dispense narcotics including cocaine, amphetamines and MDMA.
"Regulated pharmacy sales would allow retail to be governed by strict regulatory legislation and a clearly defined quality assurance infrastructure," the group said.
"In this model suppliers could take into account restrictions according to buyer age, level of intoxication, quantity requested, or case-specific concerns relating to potential misuse."
